 The teams are drawn into 7 groups and the winners and runners-up will qualify for the finals in 2008. Group A includes Poland, Serbia, Portugal, Finland, Belgium, Armenia, Kazakhstan and Azerbaijan out of which Poland and Serbia occupy the qualifying places, Group B includes France, Italy, Scotland, Ukraine, Lithuania, Georgia and Faroe Islands out of which France and Italy occupy the qualifying places. Group E includes Croatia, Israel, Russia, England, Macedonia, Estonia and Andorra out of which Croatia and Israel occupy the qualifying places, Group F includes Sweden, Spain, Northern Ireland, Denmark, Liechtenstein, Iceland and Latvia out of which Sweden and Spain occupy the qualifying places. Group G includes Romania, Bulgaria, Netherlands, Albania, Belarus, Slovenia and Luxembourg out of which Romania and Bulgaria occupy the qualifying places.
